One Integrated Program

A single consolidated enterprise program: one core Emergency Operations and Continuity rulebook, indexed functional and hazard annexes, a technology and cybersecurity runbook cluster, and site-specific appendices for all 16 developments. Aligned to HUD, PEMA, Allegheny County, and the City of Pittsburgh, so HACP manages one plan structure rather than disconnected binders.
